Please explain the issue you experienced in the most condensed way possible
I cannot propose alliances - the option is greyed out with the following description " you allready have one proposed alliance active"

Please explain how to reproduce the issue
No idea... i think it happened a "few kings back" when i proposed and alliance with England - its been stuck since

Is there anything else you think could help us identify/replicate the issue?

I stumbled into the same situation and this seems to be bad tooltip (and incomplete description in Defensive Negotiations), but not a but. Seems like you can negotiate only a single one additional Alliance with Defensive Negotiations perk. But the perk description does not mention that and this tooltip does not make it clear either. I think limiting how many alliances one can get makes sense, but I wish it was getting harder for next one (too many alliances thingy for example) not impossible. Especially relevant in resolving Iberian Struggle with Detente. Maybe at least during the Conciliation this limit should be increased to say three.

And yeah, tooltip have to be more verbose to make the limitation clear. Researching this topic found many threads over the years form confused players.

I always knew it was only one despite the fact I never use it so I went and checked, and it does mention it:

One Alliance without a Marriage. If it wasn't limited, it would say something like "Can propose Alliances without a Marriage".

I think limiting how many alliances one can get makes sense, but I wish it was getting harder for next one (too many alliances thingy for example) not impossible.
I agree with that.

You are right, it does mention it. Have to retract this part of my suggestion! The description here is actually very clear.

I hope this conversation still may add value to someone getting confused. Now I wonder if I should report the tooltip on its own with a suggestion of a better one. Maybe this way it have more chance to make it in Jira and be fixed.
