Please explain the issue you experienced in the most condensed way possible
I had the event "The Hardest Part of Ruling" pop-up while playing. Because my character is a Grey Eminence, there was a special option labelled "I could be doing such useful things with this time..." available which would give the effect "Daydreaming about State" for 5 years. The issue is that the icon for Grey Eminence is on the left side of the button, and so when I try to mouse over to the tooltip to see what "Daydreaming about State" does, the tooltip gets replaced with one explaining what a Grey Eminence is.

I have tried changing all of the tooltip delays and lock features to try to get it to stay open for me to mouse over to it, but mousing over the Grey Eminence icon always causes the tool tip to change immediately, even when the tooltip delay is turned really high up. Because there are buttons above and below it, and my character is to the right of it, there is no way to navigate to the tooltip without mousing over another option that replaces it.

Please explain how to reproduce the issue
Have a tooltip appear on the other side of another button/icon that displays a tooltip; cannot navigate to first tooltip without passing over the icon, causing the tooltip to be replaced before it can be investigated.

Is there anything else you think could help us identify/replicate the issue?
Not sure. I was eventually able to read the tooltip by cranking up the tooltip open delay, and then opening up the Xbox gamebar/overlay thing that way I could move my mouse on the screen without actually activating the second tooltip, but that doesn't feel like the best solution to the problem, and is annoying to set it up every time one of these instances appears. No savegame since I already clicked through the event, but the screenshot shows the configuration of the event where the second option has the tooltip show up on the opposite side of the Grey Eminence Icon--there was no in-game way (that I could find) to navigate to the tooltip without it getting replaced by another tooltip.

The issue is that the icon for Grey Eminence is on the left side of the button, and so when I try to mouse over to the tooltip to see what "Daydreaming about State" does, the tooltip gets replaced with one explaining what a Grey Eminence is.

This is actually an extreme issue, and it applies to not one but many of the events' options. The tooltip information becomes nigh-on-impossible to access due to blockage by the icon if the option has such.

Have found another instance of not being able to navigate to the tooltip. In this instance, I was trying to figure out who a rebel army was fighting against, but because they had low supply, I could not mouse over to the tooltip to find out any information.

In the image above, I had hovered over the shield to get the tooltip to lock, but there is a small gap between the shield and the tooltip where the the "low supply" notification is peeking through. Attempting to mouse between the shield and the tooltip will instead trigger the tooltip for the low supply.
