Please explain the issue you experienced in the most condensed way possible
I'm a vassal in the Byzantine Empire and I cannot declare war for my claim on a fellow vassal. Crown authority for my liege is limited so the option should be there.

Please explain how to reproduce the issue
Try to declare war using my claim in the save provided. The claim will not appear as an option in the war declaration screen. Crown authority had previously been high but I lowered it through a liberty faction but I still can't declare war

Is there anything else you think could help us identify/replicate the issue?
Potential connection with crown authority being high previously and then lowered
