Please explain the issue you experienced in the most condensed way possible
I have tried many times to form the Kingdom of France and Germany in 867, but I can not seem to be able to do it. All I get are East and West Francia. According to the wiki, the requirements for form the Kingdoms of Germany/France is the HRE exists, but that is not true

Please explain how to reproduce the issue
Starting in 867, form the HRE. Have the King of West Francia destroy the title (preferably have Aquitane so your vassals don't go indepentent. Then try to check to see that you can only form the Kingdom of West Francia, NOT France

Is there anything else you think could help us identify/replicate the issue?
I have tried to do it as king of France, as a vassal of the king of France after getting the title, I have tried as an independent ruler. None of them allows me to form the Kingdom of France.
Also, the attachment has nothing to do with the issue, but you have to attach something to be able to post this.

Thank you very much for your report! The kingdom titles for France and Germany are named West Francia and East Francia respectively in the 867 start date. As they exist from the start and there is no decision to create them. The only option is to rename them. I hope this helps!
