I was surprised to find out that I could switch to High Partition as Barcelona without Heraldry.

Please explain how to reproduce the issue
Play Barecelona.

It looks like the situation you're describing is actually working correctly, as Catalan Culture has access to the Visigothic Codes Regional Innovation in the Tribal Era which allows them to enact the High Partition Law. Thank you for the report nonetheless!
