Please explain the issue you experienced in the most condensed way possible
When trying to revoke a title from a vassal, I pro-actively raise my army and place it on their capital. Then I attempt to revoke, they of course refuse and revolt, starting a war.

However, my army is just standing still in their capital. I have to select the army, right-click some other province to start it moving, and then click back on the province the army is in to cancel that move. Only then the siege starts.

Please explain how to reproduce the issue
See above. I do not think a save game is necessary, this can be tested easily in any game if the player has at least count-level vassals.

Is there anything else you think could help us identify/replicate the issue?
