Please explain the issue you experienced in the most condensed way possible
Army sizes reported on character tabs and banner tooltips do not match actual army sizes. I believe this occurs when a ruler has their army raised, and then loses control of one or more provinces. The reported army size in their character tab seems to correspond to how many troops they would have if they disbanded their raised army and re-raised it. This leads to a situation where a ruler's reported strength is much lower than their actual strength on the field.

See above. Raise your army, lose control of one or more provinces, and then check your army strength in your character tab.
