Please explain the issue you experienced in the most condensed way possible
The random Apocrypha event fired for my character (Caliph of the Muwalladi faith), trying to legalise Witchcraft. However, for whatever reason, the event didn't fire correctly. I got a success in the event, and the new doctrine was added, but the old one declaring witchcraft as a crime was not removed.
I'm not sure whether this is a general bug with the event chain or specifically caused by me being the head of the faith, but yeah.
Please explain how to reproduce the issue
