Please explain the issue you experienced in the most condensed way possible
Was called into a major civil war in the HRE, ignored it for a while (in favor of finishing an own war) and then noticed warscore was for the civil war was still 0%. Turns out both sides just keep carpetsieging each other, and have both amassed +100% warscore from occupation (capped)... and just keep on sieging more territory, with no effect on warscore whatsoever.
(Note that warscore in screenshot is at 10% exclusively because I took the rebel leader's capital myself.)

AI should not try to go for more occupation if occupation warscore is already maxed out, but either prioritize battles or unsieging it's own provinces.

Please explain how to reproduce the issue
Have the AI start a civil war in a realm large enough so that both side's armies can siege territory without ever approaching each other?

Is there anything else you think could help us identify/replicate the issue?
