Please explain the issue you experienced in the most condensed way possible
After death of character, i realise my heir has "over studied" learning, see attached screenshot. Completed all branches, and has two perks left to choose. Why didn't he switch trees?

Please explain how to reproduce the issue
Hmmm - have a long lived character with a genius heir who can get through whole tree.

Is there anything else you think could help us identify/replicate the issue?
See unallocated perks for learning in attached screenshot. Also game file, though i have played for a while as the heir in this ironman file.
