Please explain the issue you experienced in the most condensed way possible
If I add in a new modded culture to the game for an existing culture group but in a new text file (i.e. in order to prevent compatibility conflicts), the vanilla cultures are not selectable in ruler designer. However, both the vanilla and modded cultures still appear normally in the game - i.e. the game still recognizes both the modded and vanilla cultures as belonging to the same group, for example, and treats them otherwise normally.
While this is not a critical issue for the vanilla game, it is important to prevent compatibility conflicts, given a lot of mods touch the culture code.
Please explain how to reproduce the issue
1. Create a new text file that adds a modded culture to an existing vanilla culture group.
2. Load up game
3. Go to ruler designer
4. Vanilla cultures are not selectable from the edited culture group, only modded cultures are.
5. Go into game, where both vanilla and modded cultures work fine.
Is there anything else you think could help us identify/replicate the issue?
