Please explain the issue you experienced in the most condensed way possible
With tooltip mode set to action lock, the action lock button fails to effectively lock the tooltip for the selected character in the character view pane. The second border appears in the tooltip window to indicate the tooltip is locked when the tooltip lock button is pressed (I have it set to the default middle mouse button), but when attempting to mouse over to the locked tooltip to hover over linked elements displayed on the tooltip, I am unable to retain the tooltip. I believe this is because the tooltip appears so far to the right of the hoverable area of the selected character "portrait" that the mouse passes over the hoverable area of the spouse "portrait" or the "find spouse" area, switching the displayed tooltip to the spouse's even if the selected character is locked in place. The bug does not occur with tooltips for selected characters that have no spouse (or former spouse displayed in the spouse area in some cases) and for which the player cannot use the "find spouse" action.
Please explain how to reproduce the issue
Set tooltip mode to action lock. Select any character with a spouse (including betrothals). Hover over the selected character's "portrait" to display the tooltip. Click the tooltip action lock button. Move the mouse toward the locked tooltip. The tooltip will disappear before the mouse reaches it, with the spouse or "find spouse" tooltip displayed instead.
Is there anything else you think could help us identify/replicate the issue?
Not sure if a save game will help, because it seems to be a general interface bug, but I've attached it.
Moving the mouse very quickly at the same time as the action lock button is pressed can sometimes retain the tooltip. I suspect that the lag between clicking and the next time the UI polls the cursor location can be long enough to move the cursor position to the tooltip area so that it's already over the tooltip when it's polled again, rather than over the spouse portrait space. The timing is too haphazard or random to make this a consistently effective workaround. My monitor is set to use FreeSync, with a frame rate capped at 90 Hz, and my mouse report rate is set to 1 kHz, in case that matters.
The problem presumably could be solved without altering the general action lock tooltip behavior by moving the spouse portrait position to the right, past the left edge of the tooltip display position, or moving the tooltip display position for the selected character portrait to the left, past the left edge of the spouse portrait area. Alternatively, a change to the action lock tooltip display behavior would solve this problem in other areas of the interface where I've not necessarily encountered or noticed it, though it could have undesirable consequences in cases where the player is intentionally attempting to dismiss the locked tooltip by hovering over another tooltip area.
