Please explain the issue you experienced in the most condensed way possible
The Absolute Crown Authority statement "Vassals cannot wage any War unless they use a Hook on their Liege" does not seem to be working

Please explain how to reproduce the issue
Started 1066 as Sancho of Castille. Won my claim on Kingdom of Leon, Alfonso remained Duke of Leon and became my vassal. Garcia was murdered, Galicia went to me, I was immediately able to do the decision to unite the Spanish realms. I also disinherited Alfonso, but he still had his titles and claims.

I can't remember which order it happened in, but:
1) Alfonso started a faction to install himself as King of Castille (united) and the other powerful vassals joined (Nuno, Diegu, Urraca, 2 others) as well as Antso of Navarra.

2) Sancho was murdered via poisonous duck and the son / heir / successor lasted 12 months before the faction initiated the war.

Nobody had any hooks on Sancho II. The son's only hook was the default parent hook.

Is there anything else you think could help us identify/replicate the issue?
It seems like this being a faction had something to do with it.

Or perhaps this is supposed to mean vassals cannot wage war on other vassals / neighboring infidels? If so, that language should be clarified.

Hello!

Thank you for your report however this is not a bug. High crown authority mean that vassals can't declare war on other vassals within the realm unless they have a hook on liege, but still can freely declare war outside the realm while Absolute crown authority cause the vassals to be unable to declare war within and outside the realm without a hook for their liege. Factions and rebelions are excluded from this however due to vassals openly opposing liege and their law.
