Please explain the issue you experienced in the most condensed way possible
I had primogeniture because I formed the Archduchy of Austria. Then I inherited the HRE and now no longer have primo. Obviously the HRE itself has Princely Elective but I was expecting my other titles to keep primogeniture as inheritance law but instead it was replaced with confederate partition.

Please explain how to reproduce the issue
Form Austria, become the Holy Roman Emperor, look at Austria's succesion law

Is there anything else you think could help us identify/replicate the issue?

I believe that all of your titles default to the inheritance law of your primary. I suspect that if/when you lose the HRE, Austria will return to primogeniture as it will again be your primary.
