Please explain the issue you experienced in the most condensed way possible
The Pope called a crusade against an Independent Ruler (Defender is Waldensianism Duchess of Upper Lorraine) for a Kingdom held by an Independent Catholic Ruler (Kingdom of Lotharingia, held by a Catholic King). The catholic ruler is not excommunicated.

Please explain how to reproduce the issue

Is there anything else you think could help us identify/replicate the issue?
This crusade fired in my game and it was difficult to win as I just sieged down the Independent Waldensianism ruler until the AI must of captured the "correct" county, after which the warscore for target jumped from -30% to +something. When we won the crusade my beneficiary was given a county (Waldensianism County of Saarbrucken) and automatically became a vassal of the King of Lotharingia.

I thought it may have something to do with the County of Cologne (as a holy site), but it is held by a Catholic Duke who is a vassal of the King of Lotharingia.

A decade later the Pope has called the same crusade, with the same defender and same target. I have attached the save file and in 13 months the Crusade should begin.

Thank you for the report!
However, this is working as intended. Great Holy Wars are waged for Kingdom level title de jure holdings against other faith, not for the title itself or not against the title holder. Your Pope just decided to clean up the borders and reclaim whats left under control of Waldensians in the de jure of Lotharingia. You are not at war with the King of Lotharingia as he is Catholic.
