Please explain the issue you experienced in the most condensed way possible
At some point a Muslim invaded Rome. That didn't destroy the Papacy, but some guy (I'm guessing the pope until then) destroyed the Papacy. There is no pope, Catholics can freely divorce and not ask their head of faith for money. There won't be any more catholic Crusades.
Edit: Now I've found out that the most powerful Catholic ruler can recreate the Papacy. Problem is, the AI (the Kaiser in this case) doesn't do it, which is understandable because on one hand it only costs 155 gold, but on the other there are no additional benefits. So maybe it would be a good idea to A) make it more expensive and B) give a huge piety bonus, like 1000 or more. And put some AI logic in for the decision.
Please explain how to reproduce the issue
I unfortunately have no idea.
Maybe put a non-catholic in Rome and see what happens?
Maybe have the pope hold no provinces and see what happens when he dies?
Is there anything else you think could help us identify/replicate the issue?
