Please explain the issue you experienced in the most condensed way possible
My faith is Hostile to Catholicism. My faith doctrines say that holy wars will usurp/seize all titles held by Hostile christians, but other faiths will be vassalized. This is fine.

Mostly it works fine. But sometimes I saw that holy wars against Catholics did not usurp all the titles. Some titles are usurped whereas others are vassalized with no clear explanation of why.

The Enforce Demands description says that the titles held by Catholics will be seized but in the same window it shows a list of the rulers and says that they will be vassalized.

Then when you proceed with the enforce demands, some titles are seized and most are not.

Please explain how to reproduce the issue
1. Have a Christian faith with the Pluralist doctrine but be hostile to other Christians.
2. Then declare a Holy war for a Kingdom on a Christian ruler.
3. Get to 100% war score and see the Enforce Demands screen. It has conflicting info.
4. Win the war and see that all titles are not seized, but many are vassalized instead.

Is there anything else you think could help us identify/replicate the issue?
In the attached save file, there is already the Enforce Demands screen and you can easily try it.

You know I've noticed this issue too, however most times when I did secret gathering on many of the people who were vassalized ( those whom I considered completely evil/hostile ) just didn't believe in their faith? I don't know if that can influence it, but it was the only particular answer I found in my game.
