Please explain the issue you experienced in the most condensed way possible
As an emperor I had my heir landed within my realm as a count. Upon succession, the new emperor cannot change crown authority because he has "recently increased" crown authority and must wait. This is clearly false as he did not raise the crown authority for the empire. The previous ruler didn't raise crown authority either.

Please explain how to reproduce the issue
I believe the issue may be that the landed heir had increased the crown authority for his county title before inheritance and the cooldown timer has been carried over to the newly inherited empire.
So to reproduce: have a landed heir, have him increase the crown authority of his county, kill yourself and let him inherit the empire, then try to increase crown authority with him.

Is there anything else you think could help us identify/replicate the issue?
