Please explain your issue is in as much detail as possible.
When a nomad invades some land, new empty holding slots are generated as top holdings in counties that are full of holdings but less than total 7. That's nice, but I can't move my capital there, as according to the tooltip there is no empty holding slot. In the save uploaded (https://drive.google.com/file/d/1jxoOhvOpob7s5wUpjLI3sUJYT8TdA45i/view?usp=sharing) , check Basra.
Steps to reproduce the issue.
Be nomad, use Invasion on a county that has holdings built in every available slot (less than 7 total). Try to move capital there afterwards.
