Please explain your issue is in as much detail as possible.
I started preparation of invasion, but I was unable to declare war until the target country lost few counties (I simply didn't have corresponding CB). Seems like that country became too big to be the target of invasion.

Steps to reproduce the issue.
Prepare invasion of relatively big country (e.g. East Francia).

As the Wiki states, "The target realm must have between 9 and 50 holdings within the target de jure kingdom." I believe there's something about that in the tooltip, though I don't remember exactly what it says. This isn't a bug.
