Please explain your issue is in as much detail as possible.
I've Played 2 separate Shattered World Ironman games where I reached Emperor Rank as a Tribal Catholic character. Games had everyone starting as single county counts, one game had tribal holdings only, the other had default historical holding types. I attempted to go feudal by raising tribal organization at 10 year increments to absolute (Conclave was turned off for these games). However, tribal organization suddenly deceased at unexpected times, with no popups noting the change or any reason for it given. My primary titles remained the same and there were no faction wars or other crises that could have (by my knowledge) caused this. I noticed that the voting for tribal organization is sometimes bugged (vote count not showing up under 'laws' tab, even if vote is proceeding and completes). I suspected new kingdom titles made may reset organization to low but this wasn't the case. Minor heretical revolts didn't lower organization either. Shutting off game and reloading saves later may have caused game to 'forget' about tribal organization 10 year cooldown timer and caused laws to drop a few times, but I'm not sure, sometimes this just happened during normal gameplay. Game files unavailable due to ragequitting and angry deleting, sorry.

Steps to reproduce the issue.
-Play on Windows 7 computer that can barely handle game unless terrain and water is shut off.
-Play a 3.0 shattered world game, with single county counts only. Ironman.
-Choose a catholic tribal count.
-Use consolidation CB and raiding to rack up enough counties and money to gain primary duchy, kingdom, and eventually 1 Empire title.
-Increase tribal organization after empire title is made
-Keep adding counties and superfluous kingdom titles but don't change primary titles.
-Keep trying to increase organization as you expand.
-Yell at computer when organization suddenly drops 1 or 2 ranks for no given reason, and without warning.

will say its more general than that

every game as tribal ive played, sometimes randomly you can just bump tribal organization from 1->2->3->4->5, council doesnt vote, it does not enact council laws, but still says it passed and gives your vassals the opinion penalty of the highest tier you chose

after a while it will then reset the display to show the original "true/real" organization level, but will stil maintain the vassal opinion penalty chosen during the "fake" law increase

Well, the problem for me here isn't so much as 'fake' organization level resetting, but moreso that fully functional tribal organization laws actually decrease at certain stimuli and need to be raised again later.

One thing to add since I first posted this, I've since played a far more simplified game (with same shattered world game type in ironman) that did not have this problem as I avoided certain actions that I suspected were the cause of this. Differences were:
-No titles created after first duchy made, and no expansion either. (avoided probability of new title default laws interfering with primary title laws)
-No vassals. And thus no vassal participation in altering tribal organization. (avoided probability of any odd AI behavior or glitched voting causing this)
-Did single segment playthrough until tribal org maxed, no resigning for breaks. (avoided probability of errors during reloading of saved games)

Thus, I'm sure the problem can be recreated, and hopefully identified by taking a look at these particular actions when tribal org is being changed.
