This should be easy to reproduce as it happens all the time as far as I can tell. The event to re-fund the trade route appears two years too soon.

I think it represents long term planning you should have as businessman. The modifier won't expire earlier because of this event, you will just miss the chance to reanimate it while it is still alive. True for any business.
