Please explain your issue is in as much detail as possible.
This is a minor issue and I don't know if this is WAD or not, but basically when the Teutonic State is formed I noticed they don't have any Ducal vassals - only counts (and they were over the vassal limit)
I switched over to the Grandmaster and tried to see if I could make the duchy for them - I found that even though they owned 100% of a duchy, the option to create the duchy was greyed out (I checked the description of the holy order government, it should only be blocked for creating King and Empire titles).
I speculate that this might just be because normal Holy Orders are duchy level, but as the Teutonic State grows it may need to consolidate a bit
Steps to reproduce the issue.
1.) Go to a start with the Teutonic State
2.) Use console to switch to the Grand Master
3.) Try to create a duchy
