Please explain your issue is in as much detail as possible.
I started as the Chief of Varde (using the custom ruler creator), and took a courtier from the event about a destitute noble from a former enemy seeking refuge in my court. The character that showed up had the proper culture, religion, and ethnicity, but was named Ulfr af Karmala (which would indicate that he's from a yet-to-be-built Barony in modern day India).
Subsequently inviting a Lodge Commander and generic Noble(s) provide similar results; the family names are all coming from North Africa, the Middle East, eastern steppes, etc...It's a bit jarring to have Norse first names mixed with family names matching those other cultures.
Steps to reproduce the issue.
After a bit of testing, it seems as though this incorrect naming is tied to being a tribal ruler that lacks non-tribal holdings in your province(s). Names of characters generated for the Pictish King in 769 were just fine, as were those for Offa of Mercia (including a custom Offa).
However, the issue with family names returned when trying out Slavic tribal pagans in Poland, as well as the Catholic Chiefs in Insee Cait and Ui Maine in Ireland.
