game setup: shattered world, all tribal, no nomads, random religions and cultures, earliest start date
I'm about a century and maybe a half in the game. There are very few (<10) non-tribal provinces on the map with castles, most Iquta, some feudal. I wonder how they could pop-up as early as they did, since there is no reformed religion in the world, but although strange this is not the bug I want to report.
In my game the Baleares are non tribal, as well as 3 provinces at/near the spanish mediterranean coast. Those provinces are nearly always ravaged by different plagues. Rome and a nearby coastal province are also not tribal anymore, but seem to be spared by the plagues.
I had the idea, that the apeareance of plagues is just a probability over time, and as soon as a plague appears a non-tribal province is randomly chosen. This would explain, why the few spanish provinces are so often ravaged, sometimes by even 3 of them. This is consistent with tribal provinces almost never having any plague. However seeing Rome and the nearby non-tribal province unaffected stands against this perhaps too simple assumption.
Is it possible that the rate of plague appearance doesn't consider the ratio of advanced provinces to tribal and probably nomad provinces?
Steps to reproduce the issue.
I have not tried to reproduce the Issue, but maybe just running a fully tribal shattered world will suffice.
My save is in the steam cloud. Haven't tried to retrieve it. Is it even possible?
