I generated a Shattered World.
I looked at the tooltip for a female ruler's religion and found that she followed a religion which prohibited women from holding any form of power whatsoever.
Side note: You haven't added Holy Fury to the list of expansion DLC in the bug report form.
Steps to reproduce the issue.
Generate a shattered world with a high percentage of female rulers and fully randomized religions.
