Please explain your issue is in as much detail as possible.
One of the ways to fulfill the conditions to get this event is to be an ambitious character with Imperial Administration. However:

imperial_administration is the name of the non-Conclave law. The Conclave equivalent is ze_administration_laws_2. So, if you're running Conclave, there is no way you can have the imperial_administration law. This means that you can never fulfil the ambitious + imperial possibility.

Steps to reproduce the issue.
Be ambitious, have Imperial Administration and get crowned while having Conclave DLC.
