Please explain your issue is in as much detail as possible.
Me and my pals have played CK2 multiplayer before. We always had the ruler Designer dlc to design their own ruler. Now it isn't working. Do they need to buy it now? I own all major dlc. They own ultimate potrait pack dlc and Jade dragon. It hasn't been like this before I bought Jade Dragon and Conclave. This has happened with both my old and new PC. I gifted them Jade Dragon if that helps any.
Steps to reproduce the issue.
1.Set up multiplayer game owning every major dlc
2.Turn off cultural names, defensive pacts, and shattered retreat
3.Have friends join who only own the ultimate portrait pack and Jade Dragon.
4.Design your ruler and ask them to design theirs.
5.They can't
