One line summary of your issue
Ruler changes dynasty when a child is born

Game Version
3.0

What expansions do you have installed?
All of the above

Do you have mods enabled?
Yes

Please explain your issue is in as much detail as possible.
1066 start. There's a Duke of Bavaria who is a bastard named Welf of the Welf dynasty. When a new child is born to him, his dynasty name and COA changes to something random

I use only cosmetic mods, so It can't be connected and it also happens in vanilla and it happened before 3.0

Steps to reproduce the issue.
Just wait until the Duke and his wife get a child. Works every time.

Taken word by word from the wiki (and also shown in-game when you get the option to legitimize a bastard after birth): "An illegitimate bastard who has a child will create a new dynasty."

No. That's not how this bug works. For example if I start in 1073, this duke has a son Welf Welf, who is of his dynasty. But when he get's another child, his dynasty name changes AND his new child's dynasty changes, but the previous child Welf Welf will stay a Welf.
