Pretty sure this has been reported, but in case it hasn't, I am randomly having my emperor lose voting power because "I fired a competent commander" despite having never fired any commander. I feel like this is happening because people are resigning as commanders for one reason or another, often due to shutting their gates, and the game is reading this as I fired them.
