Please explain your issue is in as much detail as possible.
Playing as Tribal Vikings of a reformed germanic faith (Warmongering, Ancestor Worship, Ragnarok, Hierarchy) Had a 3kish prestige fueled retinue. Became a merchant republic. Retinue stayed around, cost nothing to maintain.

Steps to reproduce the issue.
I have not tried to reproduce this issue.

Can verify, this occurred for me as well when I was playing an Irish Tribe (and then upgraded to Feudal), the Prestige cost went to 0, and the retinue usage was maintained at the same amount (usually they use higher amounts). Also noted, if your 'heir' has retinues, they are merged and combined with 'yours' after your current character dies, even if this goes over the Retinue Cap.

I am fairly certain that such is not a bug.

I was sitting on 400% of my total possible retinue at one point, at times, between one county and my retinue, I was strong enough (alone) to take out all of Ireland, England, and Pictland at the same time, lol. The amount of raw troops that were just sitting around reached the point of absurdity, if it is NOT a bug that they roll over like that, then it should be changed to cost ridiculous amounts extra Gold/Prestige to maintain, and force you to trim down to your cap, or suffer penalties.

Not exactly abuse-able per se, seeing as the AI have to decide to pick up retinues that you can merge, but it happened enough that the benefits accrued through three generations quite quickly.
