Please explain your issue is in as much detail as possible.
When pressing a claim for the byzantine empire, from outside the empire, the byzantine empire loses imperial administration in the administrative laws.

Playing as an Italian king, I pressed a claim to become emperor of the byzantines and won. However, when I won I was radically over the vassal limit. This cripples the empire as it destroyed my income and the vassals would not provide me any troops. My administrative law was set to "Late" which is what the kingdom of Sicily was that I had made. Since Constantinople does not have the culture tech Majesty at level 5, I cannot change back to imperial administration without using the console.

The Byzantine Empire title should be locked at imperial administration for the AI, unless the player decides to downgrade it. Downgrading it would ultimately be foolish, but I suppose that option should be left to the player.

Steps to reproduce the issue.
-Start as somebody outside the Byzantine empire

-get a claim on the Byzantine empire

-press the claim and win the war, becoming the emperor

-your administration law will be what it was before you pressed the claim, which means you will not be able to handle the vassals.
