Prepared Invasion Troops not showing up

Please explain your issue is in as much detail as possible.
Troops from the Prepared Invasion event do not appear.
I have played two different games and two empty troop pool.
In my latest game I have had (King Ragnar Lodbrok in fact) +1000 prestige +20 matrial +10 diplo. Army levies +11k when West Francia King had...649. The second game was similar, except fot the fact, that the difference in levies was much smaller : 10k vs 6k (my advantage).
