Please explain your issue is in as much detail as possible.
So, some norse adventurers conquered territory in Latium duchy, close to Rome. As King of Italy I tried newly introduced "papal wars" to restore the duchy of latium to the Pope but when the war was was won, seemingly nothing (?) happened. The country of Orvieto was still in hands of norse germanic pagan.
Steps to reproduce the issue.
Declare papal war on King of Norway, win it and see that country doesn't change its owner.
