Using the "arrange marriage" button from the player's character view, concubines of other characters can be married.
Of course, selecting the "arrange marriage" button from the diplomatic options of the lover of a concubine, the marriage isn't available.
Steps to reproduce the issue.
Load the game and select "arrange marriage" using the character window.
