Legacy of Rome

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I started as a count, inherited Duchy of Tuscany in HRE, but i can't vote in Elective Succession.

Steps to reproduce the issue.

Italy has never been dejure HRE.
..but there was a time (until 1.111 or so) when Italy was no-dejure-empire by default just like several other areas.

That's why it's no bug.

..unless Tuscany had drifted into the HRE in his game.
Can't check the save file, as i don't have Conclave.

But duchies don't drift into empires. It must be Italy/Lombardy in that case.

Really....

A duchy into a kingdom, a kingdom into an empire or a duchy in to a german kingdom, later on the empire gets created... etc.

It must be Italy/Lombardy in that case.

..and thats' why he can't vote in the HRE election, as i mentioned above.

Well, that would require the emperer also holds the kingdom or it has been destroyed if there is a different ruler of the kingdom,vassal to the emperor or not, defacto liege of tuscany or not, he will only get to vote for the kingdom
