Please explain your issue is in as much detail as possible.
So, apparently this bug has been around since 2015. You have just ruined my ironman game.
I'm unable to enforce demands because "None of 'target' holdings are occupied by 'I don't know who the f that is'".
Screen shots in upload (assuming the upload file worked). I can supply save as well.

Steps to reproduce the issue.
Attempt to arrest subject that was upity, revolted, had every nation around them declare war on them. I control all 100% of their land, but there appear to be a few provinces a subject controls, shouldn't matter, but game won't let me enforce demands, not even surrender.

Any revolt against you cannot be occupied by any third party in order for you (or them) to end the war. This is made so that one cannot just declare war against someone in a revolt, blitzkrieg them down, and win before the rightful ruler has a chance to react to the situation.
So while this may make sense, it seems like my subject was in a war when he revolted maybe, but then what am I supposed to do? So I can't end the war, my war target can't end the war, so that means that the stupid subject occupying has to end the war, but they are not doing that, despite no way they could win the war.

Agreed, the situation is annoying to be in. However, I think that you're hostile to anyone attacking a rebelling vassal so you can fight them and siege back any occupied holdings.

I am confused by the Servancour quote though, as I'm almost sure the situation is the opposite: You can declare on and blitz someone in a revolt even if they've got occupied holdings, you just can't take holdings that are occupied by the liege. Otherwise this sort of deadlock would be incredibly common. Rather, it seems, the inability to Enforce demands is to prevent the cheesy invalidation of wars that are about to be won by offering a white peace.

An ideal situation would be to allow demands to be enforced with the liege inheriting any war (becoming the new war target) that was waged against the Revolting faction, similar to how William the Conqueror has to defend against Harald Hårdråde if he defeats Godwinson without Godwinson having defeated Hårdråde first.

I'm almost certain that what happened, is that my vassal was at war with another vassal, and then I tried to arrest him, which failed, and forced me into a war with him.
So the occupied lands with the black stripe, are from the war he was in, when I tried to arrest him.
Still doesn't explained the "occupied by" part. That tootip was useless and forced me onto there in the first place.

If he's still at war with some other vassal, you should be able to ask that other vassal to make peace in exchange for a favor. If you include a savegame, I'd be willing to check if I can find a workaround for you (but keep in mind I'm just another player).

You are misreading the tooltip. In order to enforce terms, Birger MUST NOT occupy any territory of the target. Since Birger does, the line gets an X (because it is false). At this point, I would start looking at subholdings (I don't know offhand how striping on the overmap works if holdings have multiple different occupiers) and (less likely) the possibility that Steinn holds a barony-tier title/vassal outside of the counties in his realm (but such a county should still be identified as "part of his realm" by the glowing indicators- for instance the red glow indicating a current enemy of war).
