As I was playing as a vassal count under the Byzantine Empire, the Emperor enacted the realm law "External Vassal War Declaration". Much later, the Byzantine Empire was subjugated by a nomadic ruler. Now the government type for the Byzantine Empire is nomadic and the "Vassal War Declaration" laws are no longer in the realm laws tab. However, the law is still in effect and I cannot declare war as a vassal.
Steps to reproduce the issue.
1. Empire tier ruler enacts "External Vassal War Declaration" law
2. Empire subjugated by nomadic ruler
