Please explain your issue is in as much detail as possible.
When I have selected the religion doctrine "enatic clans" playing either a shattered or randomized world, I have been unable to take consorts as a female ruler. I have checked the save files, and women_can_take_consorts=yes is present, but it either says max_consorts=0 or the line is not present at all. Changing that 0 to 3 or adding in the line enables me to take consorts, but this is not possible when playing a game in ironman mode.
Steps to reproduce the issue.
1. start a new game
2. select shatter or randomize world
3. click generate
4. click view/customize religions
5. change a religion to have the enatic clans doctrine
6. select a female ruler or create one with the ruler designer of the changed religion
7. save the game and uncheck compress game data
8. open the save file
9. scroll down to the player's religion
10. notice women_can_take_consorts=yes is present but not max_consorts=3
