Please explain your issue is in as much detail as possible.
The heir designation mechanic of the Pagan Reformation doctrine Meritocracy requires Rajas of India to be used.

Steps to reproduce the issue.
1. Start game without Rajas of India Enabled and with Holy Fury.
2. Play as an unreformed pagan (enabling late feudal admin and primogeniture will not enable it)
3. Reform religion with Meritocracy doctrine
4. Option for Heir designation is not available
...
5. Enable Rajas of India to enable the Heir designation button.

Seems like this was just a minor oversight with the new doctrine and how it interacts with mechanics from older dlc.

Ideally Meritocracy should be unavailable for players without Rajas, or the Heir Designation mechanic should be bundled with Holy Fury.
