Please explain your issue is in as much detail as possible.
There is a decision to form the Kingdom of Castille past a certain date. For this you have to control the whole of the Duchy of Castille (among other things).
Enter the crusade era, which can be quite soon due to rampaging somewhere in the world. Rampaging will result into all the Holy Orders coming into play.
If the Knights of Calatrava and/or Santiago are ever granted land in Castille, the decision can never be triggered due to the fact that the Holy order is independent and not all of Castille is controlled.
As Duke of Castille, you can not expel them (you need to be King!), nor vassalize them by decision which is only possible for the Hospitaliers or the Templars … and after all the head title is Duke level too!
I don't think this is working as designed (but maybe it is)
Steps to reproduce the issue.
1. Set up a game in which the Crusades start as early as possible (900 ?), by having England or Germany fall to the Vikings, or by having a rampaging Umayyad
2. Have the Duke of Castille grant land to the Knights of Calatrava (or Santiago)
3. Become or stay independent as Duke of Castille and control the whole of the de jure Duchy
4. Wait for the min date to come and look at the tooltip of the decision in the Intrigue tab!
