Please explain your issue is in as much detail as possible.
Jurchen characters get access to both Riding Grounds (Altaic culture building) and Jurchen Cavalry Barracks (Jurchen specific culture building). Likewise they get access to both Horse Archer and Tie-Futu retinues.

This is because they gain one building and retinue from their culture group and a second one from their culture.

The issue could be fixed by either moving Jurchen culture to the Chinese culture group or by specifically disallowing the Altaic building and retinue for Jurchen culture.

Steps to reproduce the issue.
Use ruler designer to create a character with Jurchen culture.
