In decisions there is that I don't completely control Poland, but I have all provinces. Please help. And I don't have any DLC's I just choosed any to upload this

You're likely not in control of a barony in one of those counties. You need to (directly, or indirectly) control all of them.

It's not just about counties, also baronies. One of them may not be part of your realm, even though all of the county titles are.
