Please explain your issue is in as much detail as possible.
The Imperial Diadem tier 5 crown artifact, given to Byzantine rulers, is no longer able to be equipped by rulers when Rome is reformed. Considering the description says "The Byzantine Imperial insignia, a crown only fit for the true heirs of Rome," it seems like a bug or an item that should receive a substitute post-reformation.
