Please explain your issue is in as much detail as possible.
The HRE will declare war on my often times within about 2 years of the peace agreement where they have a 10 year truce. I can't tell if the truce is nullified, but it seems to be in place. It looks like the Pope is ordering the HRE to attack me, which maybe the reason why they are not getting the opinion modifier. The HRE has attacked me about 7 times in the last 30 years in a Holy Papal War for one of the Italian Duchies.
