Please explain your issue is in as much detail as possible.
I reformed the African pagan reformation. Spirit Guardians spawned a bit later and built a barony in one of my counties (Murzuk). I tried to vassalize the order but one of the reasons he refused (based on tooltip) is that I wasn't his de jure liege. I was both King of Kanem and Murzuk was a county in my demesne. I tried creating the duchy of Fezzan . I even tried giving the order a county (Diafunu) and created the duchy of Bambuk, and it still won't recognize me as liege.

Steps to reproduce the issue.
Reform the pagan religion while being King of Kanem, and duke of both Kanem and Fezzan. I think was also Emperor of Kanem-Bornu at the time.

His primary title isn't the barony. It's the holy order title, which has no de jure liege. It's purposefully very difficult to vassalize holy orders outside of decisions.

You need to give him a de jure duchy title for it to register as such.

Since the holy order title is already duchy-level, I don't think that will change his primary title. I think you have to give him a kingdom, and be an emperor yourself.

You need to grant him a duchy within your de jure territory to get past the "not my de jure liege" objection. This may or may not be enough to get him to agree to be your vassal, but it will get past that specific objection. Giving him less than a duchy will not work.

What were the opinion modifiers? I did basically the same thing with west-african pagans prior to 3.0.
They had objections because
1) I was the wrong culture (prior to 3.0, Spirit Guardians are mostly Mandé), I was Berber
2) they count their Holy Order troops (~8000) when calculating military power, so they were not impressed untull I had double that.
3) not de-jure liege. That was actually the smaller impact on the opinion

Steps that help to vassalize the holy order:
* have the Grandmaster be of the same culture as you (by e.g. having a relative enter the Order and become grandmaster)
* have several metric tons of military force more than them
* bribe the grandmaster

I have not tried the "give them a kingdom in your empire" route, but that might work too.

I had a different culture but gave him a de jure duchy and made him a vassal. Thanks everyone.
