I have a kid of my culture. Let's say we're both Greek. I give him heritage focus and give him Hungarian guardian. He changes to Hungarian. I decide to be his guardian again. One day, I got an option to change his culture to Hungarian or ignore it. When I click that I want to change his culture, he becomes Greek.
Thus, tooltip is misleading
