Please explain your issue is in as much detail as possible.
Despite the description for Reformed Zunism reading "There is always a High Priest, even if Unlanded", there appears to be no head of religion in my game, having disappeared roughly 15 years ago

Steps to reproduce the issue.
Load save, observe that there is a reformed religion with no head.

Just noticed that the game rules indicate that it should be possible to create the religious head by "special decision", but no such decision shows up in my decisions menu?

I think that the "special decision" they're referring to is the action of reforming the zunist faith. If you've already reformed the faith, I don't think there's a way to recreate the religious head.
