Please explain your issue is in as much detail as possible.
Started a new game after Holy Fury update, without the new DLC, at earliest start date as Sigurd Hring in Sweden.
I managed to get to the point I could reform the Germanic faith fairly quickly.
On reformation, I got a bunch of messages that new characters usurp old germanic temple holdings, and I get a new artifact "Crown of the Fylkir", BUT, I do not get the Fylkirate duchy title. Instead, a new landless character is created with the Fylkirate title, with the title having the "open elective" succession.

Upon checking 00_religions.txt I noticed the changes that happened in 3.0, with all the special abilities of norse_pagan_reformed commented out, including "#reformer_head_of_religion = yes", with a comment indicating this is handled by a special event in the case Holy fury is not enabled.
I suspect this is not handled properly for "reformer_head_of_religion".
I have not yet checked the other abilities, e.g., river boating, yet. Other norse_pagan_reformed abilities seem to work as before.

Steps to reproduce the issue.
reform the germanic pagan faith without Holy Fury DLC.

Same issue, however for me the head goes to my godi vassal controlling Zeeland. same head of Zeeland gets it every time (even after killing it, the heir still gets the title, not me), unless i declare it independent, then it goes to the other (independant) head of Uppland.

Tests: (Zeeland, Braunschweig, Uppland, Sjaelland, Naumadal)

Zeeland Head becomes Fylkir
  • Z, B - Vassalized counties; S - Direct control; U,N - Independant
  • Z, B - Vassalized counties; S, U - Direct control; N - independant
Uppland Head becomes Fylkir
  • B - Vassalized county; S, U - Direct Control; N - independant, Z - granted independance
