The titular kingdoms created for the purpose of the Thankmar rebellion event can be formed by anyone at any time. This results in all of them showing up randomly under HRE , formed by local dukes. The titles have no requirements beside controlling the capital and two of any duchies.
Steps to reproduce the issue.
Start in 1337 for example as the HRE Emperor, you will see at list of titles that you can create all of the kingdoms from Thankmar's rebellion event.
